Patch DCT Shrinkage (list image, not BM3D)
Overlapping-patch 2-D DCT soft/hard thresholding on a nested-list grayscale image. Not BM3D (no block matching, no 3-D grouping) and not for IMAGE tensors. psnr_db compares the result with the input, so it measures change, not noise removed.
