CV DCT Flags

Authors a flags value once and fans it out: wire the 'flags' STRING output into the flags input of any number of cv2_dct / cv2_idct nodes so they all share one configuration. Each toggle ORs one bit in. The 'value' INT output is the resolved integer for raw int flag params or MathExpression.
